MTEC (Matra Training for European Cooperation)
Matra for European/Public Cooperation (MES) has been developed by the Ministry of Foreign Affairs to support the transition from totalitarianism to pluriform democracies in Central and Eastern Europe. The programme aims to (1) enforce partnership with the new EU member states, (2) facilitate preparation for accession to the EU for Candidate member states, and (3) increase good neighbour ship with the EU's Eastern and Southern neighbours. The programme is also an instrument to enforce the bilateral relations of the Netherlands with the respected countries at government level.
The programme Matra Training for European Cooperation (MTEC) is one of the instruments of the MES programme. The MTEC programme is being executed by the unit CROSS, which is part of the EVD, the Agency for International Business and Cooperation of the Ministry of Economic Affairs.


 MTEC consists of two different types of training:

  1. Academic programmes in areas of good governance (duration: 12 months). The themes for the Academic programmes in 2009 are: International/European Law and Public Administration (read more);
     
  2. Training courses on transformation related issues (duration: 2 weeks), particularly concerning the preparation and finalisation of EU-accession (read more).
     

The Netherlands Ministry of Foreign Affairs has decided that - as of the 1st of January 2009 - the following countries are eligible for participation in MTEC:
 

  1. New member states
    Only civil servants from the countries which acceded on the 1st of January 2007, Bulgaria and Romania are eligible to apply for one of the courses (until the 1st of January 2010). Civil servants and students from these countries can apply for one of the academic programmes of MTEC latest for the study year 2010-2011.
    Training facilities are no longer available for civil servants from the new Member States which acceded in May 2004.
     
  2. Candidate member states
    In the case of the candidate member states Croatia, Macedonia and Turkey and the potential candidate member states Albania, Bosnia and Herzegovina, Kosovo, Montenegro and Serbia support will be continued until accession. Relations, including training facilities with those countries will be intensified. Candidates from these countries can participate in all MTEC courses (with the exception of the course How to cooperate with Brussels) and academic programmes in 2009.
     
  3. The Eastern and Southern neighbours
    The Eastern and Southern neighbours of the enlarged European Union (Russia, Belarus, Moldova, Ukraine, Morocco and Jordan) will qualify for bilateral co-operation and in some cases for MTEC courses. The MTEC course How to cooperate with Brussels will be organized for the neighbour countries.
