MTEC Training Courses
Introduction
The objective of the training courses is to train senior officials (experts and policy makers) in the areas relevant for the relations with the EU. Another important aim is to create networks by bringing together the participants to the Netherlands. Besides creating east-west networks, the MTEC programme also aims to increase the east-east networks. Besides increasing the networking among the participants, the MTEC programme aims to increase the bilateral relations of the Dutch line ministries and their colleagues in the respective countries at government level.
| Each course consists of three components: |
- A theoretical component based on the (European) legislation;
- A practical component aimed at developing skills (e.g. project-cycle management, SWOT-analysis, drafting policy papers, presentation techniques);
- Site-visits.

In 2009 all training courses (with the exception of the course How to cooperate with Brussels) are open for applicants from the following countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Romania, Serbia, Kosovo, Macedonia, Montenegro and Turkey. The Eastern and Southern neighbours of the enlarged European Union (Russia, Belarus, Moldova, Ukraine, Morocco and Jordan) will qualify for MTEC courses in some cases. The course How to cooperate with Brussels will be offered to participants from the neighbouring countries.
The application process for these courses will begin approximately 2 months before the start of the course. Please check this site regularly for updates on the programme.
Course information
Information about the courses is provided in brochures (new brochures are prepared each time a course is planned) on this website. The brochures are disseminated to the national co-ordinators and/or relevant line ministries well in advance of the course. Information on the ADEPT-courses held from 1999 - 2004 can be found here.
Participants
To be eligible for the training courses you must work for the government, a governmental agency or an organisation related to the government. In exceptional cases, representatives from the private sector or from NGO's can apply, as long as their participation serves the accession, European integration process, or the bilateral relations with the Netherlands.
All participants should have an excellent working knowledge of the English language.
The maximum number of participants per course is 50. As the courses are interactive, the participants will be divided into subgroups.
Costs
The Dutch government pays for all costs (e.g. travel to and within the Netherlands, excursions, board and lodging, visa and insurance, the course itself and study materials).
Application
The MTEC courses will be promoted in the above mentioned countries by the Royal Netherlands Embassies, the national European coordination units and the relevant ministries. You can find detailed information on the various courses in the separate information booklets prepared for each course. As soon as the application procedure for the course starts, you can find these booklets and the application form on our Downloads-page.
Candidates should apply through this website and consecutively send their printed application form to the Royal Netherlands Embassy in their country. Please note that a statement from the candidates' employer is necessary. Applicants who have been accepted for the course are expected to duly attend. In case of no-shows or (too) late cancellations (i.e.) (within three weeks before the course commences) the course organiser has the right to claim all costs incurred from the candidate?s employer.
The application instructions need to be followed carefully. The Embassies will pass the applications on to the unit CROSS.
